Please be advised that geotechnical testing and preparation work will commence on-site this week (10/28). There will be minimal vegetation clearing as needed however no tree removal will be performed. Trucks and equipment will be present over the coming weeks for due diligence purposes only. Magellan Midstream Partners Brush and Tree Cleanup
Residents,
In the spirit of communication, Ryan Companies US, Inc. would like to inform residents about potential activity on-site in the coming months that may be performed by Magellan (https://www.magellanlp.com/). In simple terms, there is a gas line running through a portion of the former Thomson Reuters Campus. The gas company has an easement alongside the gas line and has rights to periodically clear trees and brush alongside this gas line. It is our understanding Magellan will be doing some brush cleanup in September and tree removal in early 2025. This potential work has nothing to do with our redevelopment at this time and Magellan Midstream Partners is the company with these rights.

Federal and state pipeline safety regulations require transmission pipeline operators to periodically patrol their pipeline rights-of-way (ROW) to observe surface conditions on and adjacent to the ROW for indications of leaks, construction activity, and other factors that could affect pipeline safety and operation. These patrols are often done by air, using helicopters or planes. To facilitate such aerial inspections, transmission pipeline operators may keep their pipeline ROW clear of trees and tree branches that overhang and obscure the ROW. Pipeline operators may remove or cut trees if they obscure or impede the inspection and maintenance of the ROW.

Now that step one (Scoping EAW) of the Alternative Urban Areawide Review (AUAR) has been completed, we welcome your comments on the Draft AUAR at our upcoming Open House on August 26th from 5:30 – 7:00 PM. City representatives, the AUAR consultant and developer will be in attendance.

City seeking public comments on Draft AUAR for the Thomson Reuters Redevelopment Project

EAGAN, MINN – The City of Eagan is seeking public comments on the Draft Alternative Urban Areawide Review (AUAR) for the Thomson Reuters Redevelopment Project. Ryan Companies US, Inc. has prepared a Draft AUAR for an approximately 179-acre area on the former Thomson Reuters office campus at Trunk Highway (TH) 149 (Dodd Road) and County State Aid Highway (CSAH) 28 (Yankee Doodle Road) in the City of Eagan, Dakota County, Minnesota. Two development scenarios were evaluated as part of the Draft AUAR which include a major office scenario consistent with the City’s adopted 2040 Comprehensive Plan, and a light industrial and residential scenario.
An AUAR consists of three steps: Scoping EAW, Draft AUAR and Final AUAR. A previous 30-day comment period concluded on June 27, 2024 for the Scoping EAW. Following the 30-day comment period for the Draft AUAR, responses to substantive and timely comments will be prepared, revisions to the Draft AUAR will be completed as needed, and a Final AUAR will be published.
The Draft AUAR will be available for public comment starting on Tuesday, August 13, 2024, and will conclude on Thursday, September 12, 2024. EAGAN, MINN – The City of Eagan is seeking public comments on the Scoping Environmental Assessment Worksheet (EAW) for the Thomson Reuters Redevelopment Project Alternative Urban Areawide Review (AUAR).
Ryan Companies US, Inc. is preparing an AUAR for an approximately 179-acre area on the former Thomson Reuters office campus at Trunk Highway (TH) 149 (Dodd Road) and County State Aid Highway (CSAH) 28 (Yankee Doodle Road) in the City of Eagan, Dakota County, Minnesota. Two development scenarios will be evaluated as part of the AUAR which include a major office scenario consistent with the City’s adopted 2040 Comprehensive Plan, and a light industrial and residential scenario.
An AUAR is a tool used to understand how different development scenarios will affect the environment of your community before development occurs. An AUAR consists of three steps: Scoping EAW, Draft AUAR and Final AUAR. The Scoping EAW describes issues to be studied in the AUAR and potential data sources to be used in this analysis. The purpose of the Scoping EAW is to provide information to agencies and the public on the proposed scope of the AUAR and to invite feedback on any additional analysis or data sources that should be included in the AUAR. Once the Scoping EAW process and comment period has been completed, a Draft AUAR is prepared that reflects the comments received.
The Scoping EAW will be available for public comment starting on Tuesday, May 28, 2024, and will conclude on Thursday, June 27, 2024. The City will accept written comments via mail or email. Comments will become part of the official record of the AUAR process.
An open house will be held on Wednesday, June 12, 2024, from 5:30 pm to 7:00 pm at the Eagan City Hall Training Room located at 3830 Pilot Knob Road, Eagan, MN 55122. An opportunity to submit written comments on the Scoping EAW will be provided during the open house.”

Comp Plan - Land Use Exhibit
Ryan Companies US, Inc. submitted a preliminary Land Use Exhibit for a comp plan amendment to the city of Eagan on April 3rd, 2024. The current zoning from 1990 allows the entire 180 acres to be developed into commercial uses including office, manufacturing, data centers, and warehouse. Our proposed amendment aims to better align land uses with the existing uses along Dodd Road (industrial/commercial) and Elrene Road (residential).
“There has been a dramatic shift in the office sector, and it creates an exciting opportunity for Ryan and the City of Eagan to reimagine the future of the 179-acre site. We believe commercial development on the east side of the site focused on light industrial, advanced technology and logistics would grow Eagan’s job opportunities and add to the commercial tax base in context with the Dodd Road corridor. Residential developers have also expressed interest and recognize Eagan as an attractive community. Some residential development could be an option on the western portion of the site. While plans are still emerging, we are committed to working with the community throughout the redevelopment process.”

Open House – April 9th, 2024
